After a minute, the system had caught up with the removal and reinserting the ExpressCard then made it available and usable again. In the end, every error could be recovered from without rebooting the system and I never got a panic. So what I'm hearing is that the patches that apparently went into 10-stable= are not in 11-release, but are in 11-stable and I need to build 11-stable from source to test them.
