We know packages on the 12.1 ISO image are incorrect; it's unclear if that's the case on earlier releases too. There's no final decision on how this will be handled, yet. I expect upcoming 11.x and 12.x releases to include sparc64, and the ISO images will either be fixed to include sparc64 packages, or will not include packages. 13.0 will not support sparc64 (Tier 4).
