Triaging ports PRs related to newly exposed sched.h as duplicates, both:

- Leaves the community and port maintainers without dedicated threads on
Bugzilla on how approach change for each affected port, e.g.: disable
auto-detection of sched.h, pass _WITH_CPU_SET_T, something else what is
appropriate for a port.

- Make it harder to see the list of affected ports, e.g. see how LLVM 13 im=
port
exp-run was organized in bug 258209.
