I've seen this "is locked and may not be modified" message too in a freshly built jail that is used in the style of poudriere... packages to export are locked, and then pkg remote -ya is run, when the message appears several times before pkg starts removing the unlocked build dependencies. I can gather log info if someone lets me know what to look for, the issue is easy enough to reproduce.
