For a while, recently, I installed pkg-devel (currently 1.18.99.6) instead =
of
pkg.=20

Later, pkg-devel was automatically replaced by pkg with its (currently)
inferior version number. Does this downgrade-like behaviour fall under the
umbrella of this bug 219036?
