The fact that it is not tied to a specific hardware configuration means it *SHOULD* appear on any x86 based machine running 12.1. But, of course that is not true because the above just described the vast majority of 12.1 machines out there. I guess your experience here disproves your claim that "newer is better" in all regards and that "shiny objects" are more important than functionality.
