WIP MinGW-w64-10.x GCC-12

The native GCC-12 build passes poudriere-testport, however, there is still =
some
pkg-plist work for the MinGW-w64 Flavors.

The Info pages for the MinGW-w64 Flavors require a post-install target to m=
ove
the generated pages around, because the Ports framework
(${PORTS}/Mk/bsd.port.mk) is not aware of the MinGW-w64 prefix.

I am not able to get the MinGW-w64 to build with gomp or gcov at the moment.
