Having everything under /usr/local/ssh is convenient in many way, but I don't believe there is any kind of agreement that this is *the* only correct way. Myself, I'm happy to have ssh, ssh-keygen etc. under /usr/local/bin (actually /local/bin here) and sshd under /usr/local/sbin.
