shutdown normally warns all the users that things are going to get
shut down. halt, reboot, etc. don't do that, so you only want
knowledgeable people - i.e., root - to use them.

The point is probably moot on most FreeBSD systems these days, but
not all, and there's no pressing reason to change it.
