IMHO, it's set that way to as to be easily able to change the default. I
thought, myself, that it was well documented behaviour that the server
usually defaults for ForwardX11, but requires an explicit enable on the
client side. Those who want it just uncomment the line in
/etc/ssh_config. Just my $0.02 CDN. ;)
