Sure, lots of reasons.  For example if you were running a business (or
someone else's business) you would not bring 4.0 up first on your
production servers.  You'd bring it up on a test system or maybe your
personal workstation, where you have the luxury of fiddling with it
and shaking it down until you feel ready to put it on the production
machine(s).  In fact you might never put it on a production server if
what's already installed there is doing the job you need it to do and
none of the new features/bug fixes are compelling enough to go through
the pain of upgrading.
