webmin is started by a file called
/usr/local/etc/rc.d/webmin.sh
1) Have a look if it is there
2) If you find a file called webmin.sh.sample (or something like
   this)
   # mv webmin.sh.sample webmin.sh
   and check permissions with
   # ls -l
   I have got:
   -r-xr-xr--  1 root  wheel   514  5 Okt 22:50 webmin.sh
3) Informations about /usr/local/etc/rc.d can be found via
   # man rc.d
