You are reading this wrong. The current port is configured to not do the STAGE phase. That's why it has "NO_STAGE=yes". Have you looked at https://wiki.freebsd.org/ports/StageDir ? It says right at the start: Convert a port to Stage List of information to know to be able to convert a port.
