It sounds like you just have the kernel sources, /usr/src/sys.  You need
to have sources for everything.  You can either install them from your
cdrom or use CVSup (make sure you keep your kernel & userland in sync
though if you decide to compile a new kernel after CVSup) -- see the
handbook for details.
