Yes, there is a SMP version of FreeBSD.  http://www.freebsd.org/~fsmp/

For video streaming, I bet you could get away with a P200 (or even 166)
and a PCI video card and get decent frame rates.  You might try asking in
multimedia@freebsd.org.
