We don't have setgid mail MUA (and I certainly don't want that, fcntl locking has been running fine since 386BSD) and owner should be root as usual. Anything that doesn't belong to a specific user must belong to root, not to any other user. The pseudo user bin has no need to exist, it may be coming from gold old BSD past, all files should belong to root for security reasons (generally harder to get root access than "regular" user).
