The only two tools I know of that do this in the unix world are part of
either the groff or tex distributions, not separate creatures.  they were
designed directly to work hand in hand with those tools.  Just because
they *could* be bent otherwise, this isn't a good reason to do that, it
would just cause confusion for anyone trying to find those tools.
