That really depends on the version you're using. I seem to recall that =
it's linked to the number of user in the kernel config file of the =
compiled kernel in versions pre 4.5. and in 4.5 you set this maxuser =
number to 0 and it will set the number dynamicly on boot up.

I the formula is 20 + 16 * maxusers. so if your maxusers is set to one =
you can only have 36 maxuim processes.=20
