I think you jumped the gun here. I understand maintaing pf in isolation
is a burden and it prompted the removal, but there are other projects
which also have the port.

I think a reasonable course of action would be to maintain a portable pf
port as a join effort with NetBSD. To that end you can start with
replacing FreeBSD network stack with theirs to increase compatibility.

After that it's all smooth sailing.
