True, if there is no $1-BACKUP it won't remove $1 because there is no
$1-BACKUP to replace it with.

If it ($1-BACKUP) doesn't exist either i4b has never been updated (therefore
there is no previous version to re-install) or i4b had previously been
updated incorrectly (i.e. not using overinstall.sh). 

In both cases there is nothing to roll back to therefore it won't delete $1.
