I've implemented this as an IFSManager hook in both Windows 95
and NT. It's trivial, once you decode the "Wastebasket" format
to trap deletion calls, even ones made on the DOS command line,
and mode the file to the "Wastebasket".

The code is currently owned by Artisoft, Inc., and is probably
rotting on a tape somewhere after they closed down their Tucson
offices, but it would be very easy to recreate this code.
