Yes, this is also a problem that I have.  Can't get it to dial.  So the 
answer for me is to use 'term' mode.  Login as root, type 'ppp'.  It will
launch ppp.  You'll need to 'set device /dev/cuaaX' (X=your sio port where
your modem lives).  Then, 'set speed xxxxx'.  Now, enter 'term' mode by 
typing 'term'.  This lets you manually command your modem using its console
interface (for most, Hayes commands).  Enter 'atdtyour_ISP_phone number. Yes,
its a pain, but it works.  This is what I have to do also.
