Your shell--or in whatever program you are trying to type--may be
set up to eat 8-bit characters. Equally for your tty. Finally, your
terminal may use a font that lacks the required glyphs.

you typing this in?

Please don't increase the confusion. <Mode_switch> ("ModeShift" is
only used in XF86Config) is only required to access the second
group, i.e. the third and fourth character you specify with xmodmap.
