You cannot telnet over a serial port, because it's not a TCP/IP connection. You have to use a program that is designed to communicate with other systems directly over the serial port, such as (IIRC) cu or tip. I have not used either, but they are standard on FreeBSD, so you can just look at the man pages for both for details.
