That's something you should be taking up with the TCL developers, really.

Anyway.  A little bit of background.  We have lots of version of tcl/tk
in the tree (ignoring, for the moment, the localized versions).

At present count, 8.0, 8.1-thread, 8.2.x and 8.3.x -- the first
stage is to rework those ports that currently use 8.0 to 8.2.x

With that done, the 8.0 and 8.1 tcl/tk become singletons, in that
nothing depends on them and we'll have two choices as to what to
do next:
	(a) leave the ports lying around for [insert time here],
	    remove tcl80 and tk80 categories, don't accept any
	    new ports based on 8.0

	(b) pull out the axe with extreme prejudice, just as
	    happened with tcl76/tk42 a while back

There is plenty of work to be done before either (a) or (b) above
can even be considered (minor things like the fact there's no
tkstep82/83 available, tkstep80 development has stopped for quite
some time now, and there's a bunch of ports that depend on it,
and thus tcl/tk 8.0)
