I'm sorry, but I beleive that's bogus.  Jsut ebcause tehy say bsd
doean't mean they are private to the build process.

We install them on the system, and document them bsd.README.  No where
in bsd.README has there ever eben a warning that FreeBSD or anybdoy
else would make these private to the build world process.

If you want something that is private to the buidlworld process, then
create a framework that is used only by the buildworld process.

Besides, they are included last in all our makefiles, and that's too
late for them to include global config information.
