The GENERIC kernel contains APM support, but it's disabled.  You
should find something like this in your kernel config file:

  # Power management support (see LINT for more options)
  device		apm0    at nexus? disable flags 0x20 # Advanced Power Management

You don't need to build a kernel to enable it: you can do that in the
kernel configuration menu at bootup.  You should remove the keyword
'disable', though, so next time you build a kernel you'll have it
automatically.
