Yes, it would!  I have the hardest time getting lines provisioned 
correctly, etc.  I was just wondering if there was a list like that I could 
turn to when I was looking for alternative bandwidth, etc.  If there is 
enough interest I may be willing to host such a list (or group of lists 
more likely)
