You mean /etc/services.  The answer to the question, "What is the
function of the file /etc/services?" is: Translating service names to
and from port/protocol pairs.

Why not?  If you tell OpenLDAP to run on port 389, then it has no need
to translate a service name to or from a port number/protocol.
Therefore, it has no need to look at /etc/services.
