/usr/local/lib/ipsec/plugins/libstrongswan-openssl.so:
        libcrypto.so.38 =3D> /usr/local/lib/libcrypto.so.38 (0x801212000)
        libc.so.7 =3D> /lib/libc.so.7 (0x800823000)

/usr/local/lib/libcrypto.so.38 was installed by package libressl-2.4.2

in make.conf
DEFAULT_VERSIONS+=3Dssl=3Dlibressl
