nonnull replacement and attribute removal patch

I am planning to deprecate completely from our system headers any use of the
GCC __nonnull() attributes. Further discussion is here:
https://reviews.freebsd.org/D9004

I think I already covered the case of GCC and older versions of clang but g=
iven
that I am touching some critical headers it would be safer to run an exp-ru=
n.

The change is architecture independent: either amd64 or i386 should be enou=
gh.
