Most likely a partial installworld has happened.  I've had
installworld fail in the middle, and then the next buildworld had the
wrong file, and OSRELDATE had to be set to 0 to power out.

It is also possible that there was a small lag between ache's commits
and the OSRELDATE bump.  Maybe kris had something in the middle?
