Both the ports and packages install a full blown x11 xemacs environment. I did a pkg_delete xemacs and it only deleted xemacs and left all the dependents it used. I doubt it, but at least with ports you can get a less-than-full-blown setup. The Xemacs binary is "only" 3 MB, but most of what implements the features is contained in *.elc and a few *.el elisp files. (The *.elc files are a sort of "compiled" *.el elisp files.) It comes with a lot of plain text README-type files and INFO files too. I don't know what a minimum install is, but if you find you like the thing, you could probably go through the directories and clean lots of it out.
