Check /etc/inetd.conf to see if there is a line similar to: ftp stream tcp nowait root /usr/libexec/ftpd ftpd -l it is usually the first line. I don't know how it could've working with 2.2.5, but ftpd is always launched by inetd. Check if it works by testing ftp: $ ftp 127.0.0.1 notice that you don;t have to be root.
