First time around, it said it can't find it. I finally determined it's a directory containing stuff for cvs, and ftp'ed development/FreeBSD-CVS/CVSROOT directory hierarchy to /usr/CVSROOT. However, when make release is invoked again, it complains it cannot "check out" itself.
