If a port changes ownership or does privileged things with permissions on files then you can't 'make stage' as an ordinary user. Adding NEED_ROOT=3Dyes to the port will caus= e it to try and obtain rootly powers via su(1) in order to do that sort of thing. Looks like audio/faad has been stageified -- in which case a missing NEED_ROOT is a bug, while misc/mc is still NO_STAGE=3Dyes so shouldn't have been affected at all yet.
