Help, anybody!

The problem:
We try to install packages to already installed FreeBSD 2.1.5 from
directory /packages of distribution.
But when we choose installation media and choose
"Install pre-packaged software" in installation program's menu,
we'v got a smth about "Don't find .../INDEX file".

We have not found INDEX file somewere in distribution's directories.
What is wrong ?
What is the .../INDEX file ?
Where can I got some informations on such problem?
