It's an ftpd function.  Some are able to 

get <directory>.tar

and automagically tar the directory up and send it.  The other option is
use mget in your client.  This is strictly within the client--mget will
ask the ftpd if its able to do some magic and if it's not, it'll just do
repeated gets...HTH and have a good millennium...
