The TEI is the "address" of a device on the S0 bus and uniqely identifies
a device. Or even, it is the address of a unique instance in a physical 
device - a physical device may have more than one TEI assigned to it.

A TEI is a layer 2 concept.

The Call Reference uniqely identifies a single call control transaction
on a given S0 bus. IIRC there may be even the same CR's used for incoming 
and outgoing calls because the direction is encoded in the CR information
element (as this was a fat bug in i4b).

A CR is a layer 3 concept.
