It's probably never going to be possible to re-probe everything
without crashing the system: each piece of hardware has its own
problems, and each driver would require major modifications to support
this feature.

On the other hand, it *is* possible to reprobe disks with the CAM
driver in 3.0.  The command is

  # camcontrol rescan 0
  Re-scan of bus 0 was successful
