well.. I dont know but the program you provided WORKS for me even without
any patch...

still www.vlakno.cz/~rdivacky/linux_socket.patch here is a working patch
that implements the ioctl.

if someone reports back (especially the guy who originally reported this
and then dissapeared) I think it can be commited
