It is nominal for every port that acts as a daemon to have a corresponding portsomething_enable="YES" variable. If you really need to start it without registering the variable (e.g. for testing purposes), try /usr/local/etc/rc.d/apache22 onestart in this case however, it will not restart automatically after system reboot.
