the checkin I just made is a stopgap.. I'm thinking about rewriting 
some of the code there.

It's possible that we should also check ps_sigintr
in the first cursig() too, but I
am not sure it is needed for thread_suspend_check().

The behaviour of threaded processes in the face of
signals has not been fully defined yet.
