A 4.6 snapshot is available from ftp6.uk.FreeBSD.org in 
/pub/FreeBSD-4-stable-020513.  An official RC1 hasn't yet been 
created, but will be built later today and made available on all the 
ftp sites.

I believe releng4.FreeBSD.org is undergoing maintenance at the moment.
