When you use user-ppp you should enable chap80 chap81 chap80lm, etc to use windows to dial in. See man ppp and /usr/share/examples/ppp/ppp.conf.sample. And maybe you should try using the set ifaddr line... If it still doesn't work try to disable end deny all compression protocols.
