editors/emacs23 EXPIRATION_DATE to 2014-11-19

It is because emacs23 is used now.

While using editors/emacs(24.4), the following cannot use it by a compile
error.

editors/apel

editors/flim      (For editors/apel compile error)
editors/semi      (For editors/apel compile error)
japanese/navi2ch  (For editors/apel compile error)
