He-he. We do have such thing. It is called CVSROOT/avail. It allow to have a list of committers for every subdirectory. (It doesn't allow to restrict commits to a branch, though.) (One my collegaue at work once complained that he would like to be able to disable commits for his release engineering work. He convinced me that it is a good idea, and I borrowed the CVSROOT/avail stuff to our repository. He still never used it :-)).
