I'm not an expert but I wouldn't be surpris= ed if these options affect LA. I've just checked 11.0-RC1 (in which kernel is built without these options)= as described above and got LA 0.03. Since system never does literally nothing (there are system clock, process scheduler, etc) I would say it's a pretty expected behavior.
