Wanted to post the findings to the list so if anyone else goes through what I did, it'll come up on archive site searches. I didn't have gateway_enable="yes" in rc.conf. Yes, it was that simple. When I installed the box, I answered no to that question because it was simply a web server. Added the line, rebooted, and voilla! It passes packets between interfaces fine now!
