Two places:

  /sys/<architecture>/conf/NOTES
  /sys/conf/NOTES

Probably /sys/conf/NOTES is what you're looking for, as the NOTES for
the architectures (e.g. i386) are usually smaller.

You can build LINT as recommended in another post, but a built LINT
does not include any comments, which is worthless unless you know
exactly what you're looking for.
